Apply for a pre-submission consultation for the Community Planning Permit

Before you submit a complete Community Planning Permit application, the City of Waterloo requires that applicants have undertaken the pre-submission consultation process.  The purpose is for a planner to:

  • Review the Community Planning Permit System process and identify whether the application is considered a Class 1, Class 2, or Class 3 application
  • Provide preliminary comments in response to the plans submitted
  • Identify the formal submission materials and plans required to constitute a complete application

Before you start, review the Community Planning Permit web page.

Applications should include at minimum the following:

  • cover letter with a summary of the proposed development and the application class type
  • concept plan with drawings
  • summary of the proposed development
  • summary of the proposed application including any variations to the Community Planning Permit Bylaw
  • information about known constraints on or near the subject lands (for example: easements, environmental constraints)

Pre-submission consultation meetings will not be booked until sufficient information has been provided.  If additional information is required, staff will contact the proponent or applicant.

Provide the following documents for each application:

  1. If the applicant is the purchaser or the purchaser's agent, a copy of the portion of the agreement of purchase and sale that authorizes the purchaser to make the application in respect of the land that is the subject of the application.
  2. Cover letter with a summary of the proposed development, class of application, the names and contact information of all consultants, firms or individuals who contributed to the preparation of the documents.
  3. A concept plan showing the following:
    • project name
    • applicant name
    • name of the firm preparing the plans (if applicable)
    • dimensions provided in metric 
    • scale of the drawing
    • north symbol
    • municipal address
    • names of adjacent streets
  4. Elevation drawing
