Before you submit a complete Zoning Bylaw or Official Plan Amendment application, the City of Waterloo strongly recommends that applicants have undertaken the pre-submission consultation process.
Before you start, review the process for Zoning Bylaw and Official Plan amendment requests.
Applications should include at minimum:
Applications will not be reviewed until they are deemed complete by the planner.

Once you hit Submit, you will receive a confirmation email. If you do not receive a confirmation email to the email address you provided, contact the Development Planning Division at zoningpreconsultation@waterloo.ca and notify them.
If you do not Submit and choose to Save the application instead, you must return to submit the application later. Development Planning is not notified of incomplete applications.
