Application for Zoning Bylaw and/or Official Plan Amendment

Before you submit a complete Zoning Bylaw or Official Plan Amendment application, the City of Waterloo strongly recommends that applicants have undertaken the pre-submission consultation process.  

Before you start, review the process for Zoning Bylaw and Official Plan amendment requests.

Applications should include at minimum:

  • cover letter
  • concept plans
  • summary of the proposed development
  • summary of the proposed application (including details of requested amendment)
  • known constraints on or near the subject lands (for example: easements, environmental constraints)
  • digital copies of all submission materials to be uploaded and attached to this form

Applications will not be reviewed until they are deemed complete by the planner.

Section 2 - Property details

Regarding the Zoning Bylaw

Does the proposed development align with the Urban Design Policies of the city’s Official Plan and the city’s Urban Design Manual?

What is the current water supply for the subject land?

Section 8 - Upload documents

Provide the following documents for each application:

  1. If the applicant is the purchaser or the purchaser's agent, a copy of the portion of the agreement of purchase and sale that authorizes the purchaser to make the application in respect of the land that is the subject of the application.
  2. Cover letter with a summary of the proposed development
  3. A concept plan showing the following:
    • project name
    • applicant name
    • name of the firm preparing the plans (if applicable)
    • dimensions provided in metric 
    • scale of the drawing
    • north symbol
    • municipal address
    • names of adjacent streets
  4. Elevation drawing
  5. All additional submission requirements identified by the planner during pre-consultation process

If you do not Submit and choose to Save the application instead, you must return to submit the application later. Development Planning is not notified of incomplete applications.
