Assisted Snow Clearing Program

In 2023-24, the City of Waterloo is trying out a new program to assist with snow clearing:

  • the program provides free snow removal services for eligible seniors and people with a disability
  • due to limited availability, we will review applications on a first-come, first-served basis
  • meeting all of the eligibility criteria does not guarantee a spot in the program

The Assisted Snow Clearing Program differs from the city's fee-based snow removal services. The fee-based program already has a waiting list for the 2023-24 winter season. For more details about the fee-based service option, contact Home Support Services at 519-579-6930.

Who can apply

You can apply for the program if you meet all of the following criteria:

  1. Must be age 65 years or older, have a disability, or live with someone with a disability which prevents snow removal.
  2. Must be a Waterloo resident.
  3. None of the people in the same household are physically capable of snow removal.
  4. The total household income for all people living on the premises aged 18 or over must not exceed $46,000.
  5. Agree to a waiver of claims against the city concerning any property or other damage that might arise from the services provided.

What snow will be cleared

This application form is for sidewalk, driveway apron and windrow snow clearing only. A windrow is the pile of snow at the bottom of the driveway left after a snow plow clears the street.

Apply by October 31

We encourage eligible residents to submit their applications by October 31. Our goal is to assist 40 households this year. We will notify applicants of program matches by November 15. 

We will review any applications received after November 1 and accommodate them if resources are available. Once we have filled all spots in the program, we will place additional applicants on a waiting list. We will review the waiting list for the next eligible participant if a spot opens up.

Proof of disability documents

  • Accessible Parking Permit issued by the Ontario Ministry of Transportation (MTO)
  • Canadian Pension Plan (CPP) Disability Benefit Card
  • Canadian National Institute for the Blind (CNIB) Client Card
  • Disability Travel Card
  • Ontario Disability Support Program (ODSP) Receipt
  • Medical proof from a Canadian Regulated Health Practitioner

Proof of total gross income

  • Notice of Assessment(s) from Revenue Canada for the preceding taxation year for all people living on the property
